當(dāng)今世界正在經(jīng)歷著百年未有之大變局，人類生存與城鄉(xiāng)發(fā)展面臨著資源短缺、氣候變化、環(huán)境污染、疾病流行等嚴(yán)峻挑戰(zhàn)。為應(yīng)對共同挑戰(zhàn)，“低碳”發(fā)展成為國際共識，“智慧”營造成為可持續(xù)發(fā)展的重要途徑。

The world today is undergoing profound changes unseen in a century. Human survival and urban and rural development are faced with severe challenges such as resource shortage, climate change, environmental pollution and disease epidemics. To meet common challenges, "low-carbon" development has become an international consensus, and "intelligent" building has become an important approach to sustainable development.

從世界范圍的城鄉(xiāng)發(fā)展歷程看，水網(wǎng)地區(qū)利用獨特的自然生態(tài)人文資源，打造出眾多人水和諧發(fā)展的典范，從城鄉(xiāng)規(guī)劃的理念到空間營造的技術(shù)與方法，均蘊含著豐富的生態(tài)智慧。在快速城鎮(zhèn)化的沖擊下，水網(wǎng)地區(qū)面臨著生態(tài)維育、文化傳承、風(fēng)貌保護等城鄉(xiāng)發(fā)展現(xiàn)實問題。如何傳承水網(wǎng)地區(qū)的傳統(tǒng)營造智慧，結(jié)合“雙碳”目標(biāo)，進行規(guī)劃與技術(shù)的創(chuàng)新，實現(xiàn)有效的空間治理，成為亟需討論的重要議題。為此，中國城市規(guī)劃學(xué)會與蘇州科技大學(xué)聯(lián)合主辦第三屆“水網(wǎng)地區(qū)城鄉(xiāng)發(fā)展與規(guī)劃國際會議”（2022），從水網(wǎng)地區(qū)的傳統(tǒng)發(fā)展中汲取智慧、傳承文化；聚焦低碳發(fā)展，探索城鄉(xiāng)空間與水融合的規(guī)劃與建設(shè)策略。本次會議已入選中國科協(xié)《重要學(xué)術(shù)會議指南（2022）》。

From the perspective of the development process of urban and rural areas worldwide,the water network area makes use of unique natural ecological and human resources to create outstanding models of human-water harmonious development. From theconcept of urban and rural planning to the technology and method of space construction, it contains rich ecological intelligence. Under the impact of rapid urbanization, water network areas are faced with practical problems in urban and rural

development, such as ecological maintenance, cultural inheritance and landscape protection. How to inherit the traditional intelligence of water network areas, combine the "double carbon" goal, carry out planning and technological innovation, and

achieve effective spatial governance has become an important topic that needs urgent discussion. To this end, Urban Planning Society of China and Suzhou University of Science and Technology will co-host the 3rd International Conference on Urban and

Rural Development and Planning in Water Network Areas (2022). The conference aims at learning intelligent and inheriting culture from the traditional development of water network areas. Focusing on low-carbon development, it is designed for

exploring planning and construction strategies for the integration of urban and rural planning and construction of urban and water. The conference has been selected into the "Guide for Important Academic Conferences (2022)" by China Association for

Science and Technology.

本次會議以習(xí)近平新時代中國特色社會主義思想為指導(dǎo)，以“低碳水鄉(xiāng)，智慧規(guī)劃”為主題，聚焦水網(wǎng)地區(qū)城鄉(xiāng)發(fā)展歷史文化與現(xiàn)實發(fā)展、智慧經(jīng)驗與低碳規(guī)劃的關(guān)系等議題，為國內(nèi)外規(guī)劃及其相關(guān)業(yè)界學(xué)者搭建學(xué)術(shù)交流平臺，圍繞水網(wǎng)地區(qū)城鄉(xiāng)發(fā)展與規(guī)劃相關(guān)問題開展深入交流。會議擬邀請美國、荷蘭、俄羅斯以及國內(nèi)知名學(xué)者作為特邀嘉賓做主旨報告，熱烈歡迎國內(nèi)外相關(guān)領(lǐng)域的專家、學(xué)者、政府企事業(yè)代表及高校師生參加。

Focusing on issues such as the relationship between the history and culture of urban and rural development and the current development in water network area, as well as the relationship between intelligent experience and low-carbon planning, the

conference will build an academic platform for domestic and foreign scholars in the planning and related industries to carry out in-depth exchanges on issues related to urban and rural development and planning in water network area.

The host will invite well-known scholars from the United States, the Netherlands,Russia and China as special guests to give keynote speeches. We sincerely welcome prestigious experts, academics, representatives of government, enterprises and

universities, who are related in these fields from all over the world to participate in the conference.

一、會議主題和議題

本次會議以“低碳水鄉(xiāng)，智慧規(guī)劃”為主題，設(shè)主旨報告、平行論壇、青年規(guī)劃師論壇等環(huán)節(jié)。

主要議題包括但不限于：

·人水共生理念下的傳統(tǒng)營建智慧與文脈傳承

· 雙碳目標(biāo)下的水網(wǎng)地區(qū)城鄉(xiāng)發(fā)展模式與規(guī)劃路徑

· 城水融合下的城鄉(xiāng)空間設(shè)計與營造

· 水網(wǎng)地區(qū)低碳發(fā)展的數(shù)字化規(guī)劃技術(shù)與應(yīng)用

I Conference theme

The theme of this conference is "low-carbon water town, intelligent planning".

There will be keynote report, parallel forum, young planner forum and other sessions.

The main contents include (not limited):

· Traditional construction intelligence and context inheritance under the concept of human-water symbiosis

· Urban and rural development model and planning path in water network area under double carbon goal

· Urban and rural space design and construction under the integration of city and water

· Digital planning technology and application of low carbon development in water network area

四、青年規(guī)劃師論壇報告征集

為促進青年規(guī)劃師及高校學(xué)生開展相關(guān)領(lǐng)域?qū)W術(shù)交流，本次會議將在平行論壇設(shè)置青年規(guī)劃師和學(xué)生為參與主體的青年規(guī)劃師論壇。會議公開召集論壇報告，有意向的青年規(guī)劃師或高校學(xué)生請將 800-1000 字（中文或英文）的報告內(nèi)容簡介及個人聯(lián)系方式發(fā)送至本次會議官方郵箱：waterforum@planning.org.cn，截止時間：2022 年 9 月 30 日 24 點。

會議學(xué)術(shù)委員會將對報告簡介進行評審，確定論壇報告。報告人可享受免注冊費等優(yōu)惠。

IV Report collection for young planners and students’ forum

In order to promote academic exchanges between young planners and college students in related fields, the conference will set up a young planners’ forum with young planners and students as the main participants in parallel forums. The forum report

will be open to the public. Interested speakers should submit a brief introduction of the report and their personal contact information in 800-1000 words (Chinese or English). The material above should be sent to the official email address of the

conference: waterforum@planning.org.cn, and the deadline is 24:00 on September 30,2022.

The academic committee of the conference will evaluate the introduction of the report and determine the sub-forum report. The reporter can enjoy free registration.

線下會議注冊費為人民幣 800 元/人，線上會議免費。

2022年我國城鎮(zhèn)新建建筑中七成為綠色建筑

截至2019年底，全國累計建設(shè)綠色建筑面積超過50億平方米，2019年當(dāng)年占城鎮(zhèn)新建建筑比例達到65%。根據(jù)相關(guān)行動方案，到2022年，當(dāng)年城鎮(zhèn)新建建筑中綠色建筑面積占比達到70%。

住建部：2022年6月底前整治工程建設(shè)領(lǐng)域亂象

日前，住房和城鄉(xiāng)建設(shè)部辦公廳印發(fā)通知，決定開展房屋建筑和市政基礎(chǔ)設(shè)施工程建設(shè)領(lǐng)域（以下簡稱“工程建設(shè)領(lǐng)域”）整治工作。到2022年6月底，工程建設(shè)領(lǐng)域惡意競標(biāo)、強攬工程等違法違規(guī)行為得到有效遏制，招標(biāo)投標(biāo)亂象和突出問題得到有效整治，招標(biāo)投標(biāo)監(jiān)管制度進一步完善。
